Northern Territory Whistleblower Protections Policy

1. Purpose

The St Vincent de Paul Society – Northern Territory (the Society) encourages the reporting of wrong doing that is of legitimate concern by providing a safe reporting mechanism, and protection for people who make such disclosures.

2. Scope

The Society is committed to the highest standards of conduct and ethical behaviour, to promoting and supporting good corporate governance, corporate compliance, and to operating in accordance with:

  • applicable legislation and regulations

  • organisational policy and procedures

  • recognised ethical principles

A Whistleblower means a person who:

  • wishes to make, attempts to make, or makes a report of Reportable Conduct in accordance with this Policy; and

  • is, or has been, an associate of the Society, including a member, volunteer, staff, director, officer, contractor, supplier, apprentices, trainees, work experience students, paid or unpaid; or (c) is a spouse, relative or dependent of a person listed

Reportable Conduct means:

  • conduct which is dishonest, fraudulent, or corrupt, including financial fraud or bribery

  • illegal activity including but not limited to theft, drug sale or use, violence, harassment or intimidation, sexual misconduct, criminal damage to property, or other breaches of state or federal law

  • official misconduct or maladministration

  • unethical conduct or conduct in breach of Society’s policies, including but not limited to dishonestly altering company records or data, adopting questionable accounting practices, or wilfully breaching the Society’s Code of Conduct

  • conduct that could be damaging to the Society, a member, volunteer, staff, or a third party, including but not limited to unsafe work practices, environmental damage, health risks, or abuse of Society’s property or resources

  • conduct which amounts to an abuse of authority

  • conduct which may cause financial loss to the Society, damage to its reputation, or be otherwise detrimental to Society's interests

  • conduct that involves harassment, discrimination, bullying, or victimisation that does not constitute a Grievance

  • conduct that involves any other kind of serious impropriety, including but not limited to a serious and substantial waste of Society resources, practices endangering the health or safety of members, volunteers, staff, or other stakeholders or the general public, and practices endangering the environment

The Society recognises the importance of Whistleblowers in raising instances of Reportable Conduct as a way of ensuring compliance and adherence to policy (including the Code of Conduct), procedures, contracts, and the overall ethos and values of the Society.

The Society will support Whistleblowers to make reports of Reportable Conduct involving the Societies activities, and ensure that:

  • a person may make a protected disclosure

  • a person may make an anonymous disclosure

And any such disclosures will be made:

  • without fear of intimidation, discrimination, harassment, victimisation, or reprisal

  • without being penalised in any way

  • ensuring an independent internal enquiry or investigation will be conducted

  • ensuring the Whistleblower will be informed of the outcome
